Serge Miville, candidate for the BOA, is philosophicating with François-Olivier Dorais, journalist of La Rotonde, on the merits of having all Board members pass a bilingualism exam. This is where campaign ideas happen.

What are the merits? I can't think of any.
I thought the main reason we were reforming the BOA was to INCREASE the number of people who were able to run for directorship. I distinctly remember the discussion during the debate on reform about the merits of having international students on the board. Wouldn't having a mandatory bilingualism test close the board off to more people than before?
Is that really the progress we've been looking for?
I think it was bound to come up as an idea, but I don't think it's a good plan (shocking, eh?). The pool of qualified people is already so small and it hasn't been required of board members in the past (correct me if I'm wrong).
I agree, i think mandatory bilingualism tests would be counter productive to the reform of the BOA. The pool of candidates is already so small (how many by-elections this year?) that cutting the number in half seems foolish.
